"It is a preventative measure because we don't have any stores that sell dogs or cats," Mayor Robert White said.

The ordinance was introduced on July 14 and passed unanimously on first reading.

Emerson became the first Bergen town to ban the sale of puppy mill dogs after 67 dogs were found crated in a van overnight behind Just Pups on Route 17.

Officials will also be officially introducing ordinances establishing a "no-knock" policy and an update on the township's social media policy.
